How to Access this Panel?

Open the Site Settings panel in Elementor using this guide Accessing Theme Options Panel, then go to the Asli / Theme Features panel and expand the Smooth Scrolling section.

You can enable or disable smooth scrolling or adjust scrolling inertia in this panel.
